Default Seatbelt won't retract

I own a 2002 LS430. The rear driver's side seatbelt has been pulled out all the way and won't retract. I've tried sharply pulling on it, quickly moving it back and forth, etc. and it won't retract.

Several questions:

- How do you get to it? Does the rear seat need to come out? The panel behind the seat (w/the 3rd brake light, speaker, etc.)?
- Does this scenario typically require you to replace the tensioner or can it typically be repaired?
- Someone mentioned they thought seatbelt warranties were required to be lifetime. Anyone have insight on that?

Thanks!!!

To get to the seat belt you will need to remove the back part and the bottom cushion part, you might have to remove the c pillar and the third brake light assembly to remove the top plate where your sub is once that’s out of the way you’ll be able to access the seat belt assembly

Pull up on the bottom cushion for both side don’t be afraid give it a good pull next lift up the head rest for both sides remove that caps that cover that nuts remove those thanks there will be 2-3 more on the bottom part of the back rest the c pillar is tricky you have to push a certain direction to unhook the cover from the car after that’s removed push the brake light to the left and it will un hook its self. Then you will be able to remove the rear top plate to access your seat belt assembly UNPLUG THE BATTERY FIRST give it 10-20 min for power to be gone than start
