Help ID’ing this part

What is this broken part? Could it cause the engine to misfire or run rough? Hoping I found an easy fix to my VSC light and misfire.

Exploded emission hose diagrams.for 2001-2003 and 2004-2006 LS430.

You need item 23818

Same P.N. for both series.

It's called vacuum surge tank probably it serves like a vapor catch , it's definitely part of the vacuum management system.

It will cause rough running and a check engine light. Mine broke and I just replaced it with new bulk hose from the parts store. No ill effects over a year later.
