What is this broken part? Could it cause the engine to misfire or run rough? Hoping I found an easy fix to my VSC light and misfire.

It's called vacuum surge tank probably it serves like a vapor catch , it's definitely part of the vacuum management system.
Part no 23818-46110 $15 part

It will cause rough running and a check engine light. Mine broke and I just replaced it with new bulk hose from the parts store. No ill effects over a year later.
