Default how do you program your smart key

so my ls430 has 2 keys, 1 the smart key works. the other will start car, lock, unlock only when pressing buttons. it needs to be set up? does anyone know how to do this? or is this something only a dealer can do?

I just want to clarify your question. You have two keys, and one works as should whereas the second one can start the car and open and close the trunk by pressing the button? If that's the case, I would check the key to make sure that it is not a valet key. The valet key will look identical to the master key but you would not have a trunk button and I am sure that it will not start the car without inserting it in, but I could be wrong on that second part since I have not used the valet key in a long time.
