This car with 40K miles should only need a pad change, if that. Rotors last a long time on these cars unless you have someone driving in bumper to bumper traffic. Actually, I am surprised that this car would need pads this early. Changing the pads on a LS430 is extremely easy and I changed my front/rear pads at 78K miles and they still had at least 10K left in them.
I also think paying $23K is at the high mark for this car. If its perfect and does not need anything other then fluid changes, then I would expect a $20-22K price. Private sale on the low end of this range. Good luck with your purchase.
