Because it's on the "underside" of sorts, and it's on the bumper, a plastic pieces basically with no fear or rust, I would say touch it up because you surely don't want to spend say $400-500 for a professional job, and then a few months later someone bumps you again.
I just had my wife's volvo s80 done at Lamon Auto Body in Mt Holly. A bit far for you but they did a fantastic job and are very professional and courteous.
