Default Ls 400 DTC code 13

So I have an ls400 that I recently got the water pump and timing belt done, when I got it done it threw a code for a mass airflow sensor, I got that replaced and she runs super smooth but smokes ALOT, I checked for coolant in the oil and the oil looks good so I'm not sure about it being a head gasket, shortly after running it for about 3 ish minutes it gave me a code 13 rpm signal on the left side, there's nothing really telling me that anything's wrong besides the smoke and code no misfires or anything, starts right up, the smoke just smells really dense of exhaust fumes, and is white

If it runs good and everything seems to be right personally I would clear the code and see if it comes back. I've had some codes come up in the past with nothing being wrong the same way. It'd be crazy to chase something that isn't even there. How many miles on the car? What year? Was there a reason you changed the T-belt or just because?
If it does come back I'd check all the connectors that were removed during the T-belt/WP job, like the cam sensors, coils, and also all the plug wires are pushed in fully. There might be one that didn't fully set and is just vibrating. Did you do the job yourself or you brought it to a garage somewhere?

As for the white smoke, don't even start thinking about the head gaskets. They are very durable and highly unlikely to fail in these engines.
The smoke could be caused by the Idle Control Valve on the power steering pump failing. It will leak PS fluid into the vacuum line that goes to the intake manifold which causes the white smoke, mainly at start up.
I will say when I did my most recent T-belt that when I started it the first time there was major white smoke for about 3-4 minutes. I never really went hunting to find out why cuz it stopped so no sense in it.

The code 13 simply means that the NE signal is missing. In other words, the crank position sensor's signal is not well recognized by the ECU. I'd check the harness from the sensor to the ECU first. Isn't that pinched at somewhere?

Good point. Even though the crank sensor connector isn't unplugged during the T-belt job, (at least it doesn't need to be) the harness could have gotten pinched while putting everything back together. The crank harness weaves in behind the fan bracket so it could "accidentally" get pinched there. Or the connector itself could be covered in crud, as you can see in steps 18-25 in this; http://www.lexls.com/tutorials/engine/timingbelt.html , to the point where it's not a good connection.
