. Here's a little info...the top kanji characters indicate the prefecture the car is registered, I don't know about the number at the top though. The bottom is the kanji character for 7. Maybe one of our Japanese members could shed some more light on this....

Nagano refering to the Licensing Bureau that issued it
90 is the Series of the plate
Se is just an alphabet listing of the number....
