1996 ls400 recently replaced starter and can't figure out where this plug goes car runs but is hard to start when cold and idles high for a little bit until warmed up also the temp gauge doesn't move at all please help

there should be a sensor nearby, perhaps under the wiring harness.

here is a shot of a newer 1UZ (98-00), which could be the same as your 1996 (I'm not 100% certain).
