rumbling vibration right at 40mph+

rumbling vibration right at 40mph+
started one day halfway to work.
right around 40-42mph and up, a low rumbling vibration which appears to originate from the rear started happening.
Just did a fresh balance on all 4 and swapped wheel to confirm that isnt the problem.
Frequency does not change in different gears.
Put a new trans mount in a old one was sagged a big, still there.
Guibo joints and center u joint appear fine and no slop.
I noticed one inner CV boot came loose and flung some grease around. It was not dry in there, but who knows if dirt got in.
Could a bad inner CV joint cause this?
Can left to right CV axles be swapped? I have a spare driver side..
