99 LS400 Steering column does not fully retract

99 LS400 Steering column does not fully retract
The steering column on our 1999 LS400 will not fully retract when the key is removed or when using the joystick. It will still extend fully. Does anyone know a way to reset the telescoping function so that it has a full range of motion? Thanks
