Exclamation Problem with Cigarette lighter and high beam problem

1992 Lexus ls400_The cigarette lighter has not worked since i got the vehicle but now I'm getting sick of it not working.

So at first, i took the ashtray out of the center console and checked all of the wires and they seemed to be good. I read up on another post on this forum about checking that black wire that is crimped to the brass plate on the cigarette lighter port. I did and it looked like it was burnt but i didn't know so i replaced it and soldered both ends.

Now another thing was to check the fuses and I did. They didn't seem to be blown but I replaced it anyway. Now there was two wires connecting to the fog lights and cigarette lighters fuses. I have no idea what those wires are for but i still put them back to the way that they were.

I don't know what i did wrong but now the rear cigarette lighter doesn't work (it used to before i messed with the front one). Now the fog lights don't work and when i try to use them, it turns on the high-beams. The high-beam indicator light doesn't work anymore either. I don't know what i did but please someone help me out.
