Question Power Steering Fluid Level

I have spent numerous hours searching the threads on most of the separate sights here, but have not found this particular situation. I obviously have a power steering leak, as I have observed the fluid underneath the car and because I've had to add more fluid. Had I found this site earlier, I wouldn't be changing the alternator too.

I've noticed that in the reservoir tank, the fluid remains at a level just at the bottom of the dipstick. The level hasn't changed in a couple of weeks, and there do not appear to be any abnormal noises, etc.

There is MINOR exhaust smoke, hard to tell what color, but not black.

Question. Is there a reason that the fluid drops to the level of the bottom of the dipstick and then stops? I've noticed the hose coming out the side of the reservoir and didn't know if that was the source of the leak. BTW, believe it or not, there does appear to be the some oil

My course of action was going to be the following unless if you all feel otherwise:

1) Pull the alternator and have rebuilt (versus new) If rebuild not possible, purchase rebuilt.

2) Replace Idle up Valve ($$$) from Toyota dealership.

3) Clean filter at bottom of reservoir and rack and pinion solenoid screen (different thread posting).

4) Pull power steering pump and rebuild with power steering rebuild kit or have done by local shop.

5) If leak persists, replace power steering pump.

I've included a photo of the reservoir where it appears the leak may be coming from. What do you think? Thanks, Steve
