this clarifies things. This is likely an issue with the bank 1 Oil Control Valve and/or it's filter. I suggest thoroughly cleaning the valve and cleaning the filter before you go about replacing the valve.

Hi Lexus Forum! Just want to thank you for all your help and finally my problem has been fixed is was a bank 1 oil control valve! Not too expensive, just around $80.00.

Cam phasers

Also this makes it possible to eliminate EGR pipe which recirculates the exhaust gas. Your cam timing is not good enough I assume.
I cam phaser is at the end of the cam controlled by the timing chain. If the campers go bad, your timing will be off a certain amount of degrees and eventually could go out of time resulting in some engines with a bent valve. This can throw up in emissions test by over fueling, or under fueling your O2 sensors to get too much or to little fuel burning, lean or rich. So yes, cam phasers are a real thing. And very well could mess with your emissions test
also, if you have a VVT engine, you do not have an EGR valve and VVT was designed to replace and eliminate the EGR valve and cam overlap is nothing more than a fancy way of saying out of time cam phasers are designed almost like an old distributor that you would adjust by hand by turning to Advance or the de Advanced engine. The cam phaser is a mechanism on the end of the cam srocket that automatically will adjust your position by itself to keep the engine running at its maximum efficiency.
