1996 LS400 Wont start with key

1996 LS400 Wont start with key
When I turn the key to the on position, all the lights, the ac, the radio, everything works but nothing happens when I turn the key, no noise no click no nothing? We just had the heads resurfaced, changed the timing belt, water pump, all the pulleys etc. We bought the car to fix up for my wife to drive. All the fuses, the battery and terminals and all electrical test good. Could it be a security issue? Help please!

on my '96, the positive battery terminal was bad where it bolts to the cable - make sure to get the real Toyota part (about $15 at any Toyota dealership, don't bother with the Lexus dealership on this, same part!)

Did you check the neutral safety switch?
When it fails, there's no noise, no click and nothing happens.

one split wire over transmission
ra40 gave me idea sorry it so long I unplugged the neutral safety switch thru the wires over the trans.and starting checking for an open none but I did find two with high ohm readings they high I the plastic protector and found the insalation was splitting open the wire was full of green power I cut the section out solder new in no problem since also this was not where I started thanks for all advice and help

96s very much DO have an engine imobilizer system... It is just not tied in with the key.
Have you had the alarm go off at all recently? I had an old Toyota Cressida that had an issue just like this and it was one of the little switchs inside the door on the key cylinder that had become brittle and broken off. The switch was stuck in a "half" position which confused the security computer and kept the starter from engaging even with the key in the ignition. I also had the alarm go off and random sometimes. Just throwing in my two cents if nothing else seems to work.
