Default 1991 ls400

Just purchased totally stock '91 with all service records from the original owner.
1-Should I change out the stock air filter system to k & n?
2-How about a performance chip for better mileage?
3-Do I add Lucas synthetic with my Mobil 1 oil change?
4-Driver seat belt shoulder harness doesn't retract.
5-TRAC light came on for a few seconds. Check brake fluid?
6-Anything else to do?

The LS is like new with 174,000 miles.

Thanks.

1-if you want, minimal performance upgrade but nice if you plan on keeping the car for a long time since you can wash+reuse the filter.
2-no, nothing available that works. the LS400 ecu doesn't take a "chip". The stuff on ebay is crap/scam.
3-no.
4-replace it.
5-if it's off it's unlikely to be a problem.
6-read the stickies and remember to search please
