Braking vibration after new rotors

Braking vibration after new rotors
About a month ago I replaced the rear rotors on my 93 LS because of a strong vibration that could be felt in the brake pedal and the seat that was going on for awhile after I picked up the car. I also replaced brake pads all around because they were almost worn. Right after that the vibration subsided for a couple of day but returned again, only this time, it's only a slight vibration at braking now. I'm thinking if the rotors are brand-new it should be vibration free. So maybe it's not the rotor but something else. I noticed when I removed the old rotors to put in the the new ones, the wheel hubs looks very rusted at the surface. Could this rust cause the rotor to sit unevenly on the hub causing the wrapped rotor vibration when braking? And yes I searched. Thank you in advance for any input.
