In japan the LS400 is know as a Celsior. They are Exactly the same except the Toyota and Lexus Badge. You can always Google search and Every detail will come up (If you know how to search deep)

A little googling found some listed here comparing the Japan spec to the Euro spec; some of these don't apply to US / Japan differences.

he Japanese spec Celsior differs from it's European cousin the LS400 mostly in the options offered with the chassis. There are enough differences to justify it's own chassis code (UCF11) however most parts share commonality with the euro spec car.
Items you won't find on the LS400 include:
- an air purifier/ionizer which is located behind the rear seats.
- An upgraded sound system (though still 2ohms, which makes fitting new amps and head units troublesome)
- Air suspension (I believe it was possible to option in Europe but very rare whereas came standard on celsiors)
- No EGR pipe (an awkward and common replacement on euro spec cars)
- Only 2 CATS
- A corner marker which can be raised and lowered

Except for the RX production in Canada, there isn't a USA built Lexus. I suspect that if these were USA produced, we'd have similar issues as the Toyota cars produced stateside. While still good, the defect rate would be much higher. There are plenty of charts online showing satisfaction and defects among the manufacturers.
While the USA built Toyota's may still be good, they do not reach the same level as those produced in Japan. I think it kinda sad that I don't see many old cars in Japan due to the increasing cost of inspections. These are still good cars but put to pasture early.
As for domestic Toyota quality, this recent Sienna thread:
