You can wait until you can't put coolant back in fast enough to keep it topped off 
It's gonna degrade pretty rapidly though!

My water pump went out about two weeks ago, a bearing seized, which made the timing belt continue to spin across the seized pump until it broke. End result? car no go no more.
Independent Lexus mechanic with all Lexus parts = 901.35 for new water pump, new coolant, new timing belt, new tensioners, seals and/or gaskets (can't remember which), new radiator shroud (old one was sagging and cracked before this), a cam guide (?) that got stripped when the timing belt went ka-blam, and quite a few hours of labor, and a tow truck.
Had I had it done pro-actively, it would have cost me a couple of hundred dollars less, at a minimum.

If you've squeezed 223K miles out of your original water pump, then I'm impressed. Wow. Almost a quarter million miles.
Sounds like it's time to change it NOW though, you already know it's on the way out....why risk internal engine damage (from overheating) if you already know what's wrong....

Had mine replaced when the BELT was done.
IT's usually good idea to do it then , since everything else is off already and you are doing the belt as preventive mainteance.
You are just paying for the cost of the pump then.
I advise everyone the same when they do the T-Belt.
Mine was $750 , independent mech. OEM parts.
