The Canadian dollar plunged in value against in the U.S. dollar and other world currencies from 1991 through 1992 -- that is why the LS400 cost so much in Canadian dollars back then.
By 1992, the base price of an LS400 in 1992 had risen to US$42,600 for several reasons. Leather and remote entry were made standard and Toyota was being accused of "dumping" -- i.e. selling the LS400 below its manufacturing cost. Also, cars with a base list price over $30,000 were subject to a U.S. luxury tax beginning late in 1990. The LS400 I bought in early 1990 had a base price of exactly US$35,000 and a sticker price of a little over US$36,000 ... and it didn't have a block heater either ... and neither does the 2000 LS400 (original sticker price US$61,770) I drive now.
I avoided the luxury tax on my 1990 LS400 by purchasing it before the luxury tax took effect.
