how do you dry start a 91 LS400 starter?

I did a search but couldnt find anything..

nevermind it cuts on and off. Thank you so much!

So when I dry start it... It just makes a click. Does that mean I still got something wrong? I've replaced the plunger and contacts. Does that mean the motor is bad?
