Headlights dont work on 96' Ls400

Headlights dont work on 96' Ls400
My headlights went out a few days ago. A few weeks ago my headlights went out and would not work for a few hours and came back on a few hours later. The next week it would be on and off, sometimes when i was driving there would be a click sound when they went off and when they came back on.
A few days ago they went out completely.By out I mean headlights only, side markers, parking lights, turn signals and tail lights are all fine. The dash does not show that the lights are on. I've checked the fuses they seem fine. My battery has been a touch on the weak side and failed when i left the lights on and the car off for about 40 minutes talking on the phone a few months ago.
If someone could help that would be great. I'm in Philly and I'm from Boston so I don't know a mechanic around here that I can trust.

The fogs still work. Forgive me for sounding stupid but are the relays the big fuses under the black box that come out like big fuses? If so I already checked them.

It takes a lot of time and effort to get to know the intricacies of this car so don't worry about it... I'm only about 25% of the way there after a year and a half... Attached you'll find a .pdf that shows you the location of all the relays, fuses, etc... Look on page 5. It looks like the headlight relay is in the engine compartment on the left/drivers side along with fuses.

What do you think the clicking noise is he's hearing inside the cabin when the headlights go off? With the headlight relay being in the engine compartment, its probably not that right?
I know the fog relay is up on top of the fusebox inside the cabin... If the fogs continue to work when the headlights go out, how are the fogs continuing to get the okay to continue to run? Is the headlight relay, or the position of the headlight switch itself, responsible for allowing the foglights to come on when the foglight switch is turned on?

I checked the relay by switching the headlight relay with the relay in charge of the defroster and still nothing. PD how do I check the "switch"?
I was scanning he web. Would a weak battery short change the headlights? Sound's counter intuitive.

The headlights stopped working on my grandpas 1993 Mercury Tracer LS wagon a couple of months ago and it turned out being a bad headlight switch. The headlights would only work when held back in the "bright" position. Someone before was obviously too rough it with, at least thats how it appeared to me.
