HELLO HOW IS IT GOING I JUST BOUGHT A 1991 LS400 AND LOVE IT, ITS MY FIRST LEXUS. The car runs wonderfull,but there is some things that need to be fixed and i am looking for help. the car has been sitting for 3 years so its a bit rusty.

1. The spedometer does not work, on the highway it may go up to like 50 but i know im going at least 70. How can i adjust it i know the cable should run to the tranny right?

There is no cable...it is all electrical...
You have Speed sensor in your gearbox, than speed sensor ECU unit, and your cluster...
Your problem (99%) lies in speed sensor in your gearbox (I had to replace mine, as it was also inaccurate)...

Sometimes the speedo and tach needle mechanism's lube gets old and turns gluelike.

Hm, I think that would make the speedo needle to get stuck (like explained in lots of threads so far)...

You have to lift the car up, and it is on the rear side on the gear box...not difficult if you can get your car up on a hoist (we call it here like this...I don't know USA terminology...the big thing that lifts the cars up in car workshops )...easy to change (15-20 minutes)...
