Camshaft timing marks

Camshaft timing marks
I recently replaced the valve stem seals of my Lexus LS400 1995. Before I dismantled the camshafts I made my own marks setting the cramshaft at 0 BTC. I noticed that the timing marks between the inlet and exhaust camshaft gears are out for about 2 teeth in both sides of the motor. I checked the manual and it says that it should be on the marks.
I own this car from new and this is the first time the camshafts are dismantled. I mounted back the camshafts using my own marks and the car is running a little bit rough in low RPM, ( OBD scanner report a misfire in cylinder # 7) besides that everything is O.K. Somebody has a clue on this issue?
