I am just curious if all USDM 1990-1991 LS400's were equipped with Air Suspension?

no, although some say differently, the chassis code has nothing to do with the air suspension option.
ex-my genuine Lexus Repair manual for my old '95 said "Chassis code: UCF20" and had full instuctions for both air susp and coil-spring cars.

I think you will find that UCF-11 includes the air , just as the later model UCF-21 also had air , I don't think UCF-10 or UCF-20 had air .
I don't know what else came with the 11 code , but air was one .

Typically for Toyota (Lexus) ,a chassis code that ends in '1' simply indicates that it is a JDM model.
eg.
UCF10=Lexus LS400 (NAmerica) <> UCF11 = Toyota Celsior (JDM)
HJ60 = Toyota Landcruiser 60 Series (NA) <> HJ61 = Toyota Landcruiser 60 Series (JDM)

Wait... whoa, hold on for a second... I thought UCF11 was used to refer to the UCF10-Series II, as in the 93-94 LS400's? And UCF10 was the 90-92 LS400's?
And about air suspension, it was an expensive option on all LS400's 90-94, so most of them in the States didn't have it. It was standard on Celsior's in Japan though.

I have a 1991 Toyota Celsior and the chassis code is UCF11.
I'm not saying I am 100% positive on the '1' rule as it applies to Lexus but for every other Toyota I've seen, a chassis code ending in '1' is a JDM product.
