How do you---Replace A/C filter + Adjust Headlight aim ?

On a 98 LS 400. When i first swith the head light on, the go, get brighter, then looks like they adjust up for a second. Its a white beam. Want to adjust it higher and to the right.
Also want to change AC air filter.
