Can someone help and explain y they think my car is doing this. I attached a video to show what it’s doing but to explain it constantly cuts in and out when I’m driving. My theory is my throttle is stuck for one reason or another because when I do start the car the rpm skyrocket or flutter like u just saw. When driving my brakes are extremely hard to press almost like I’m giving it gas while trying to press the brakes, if anybody has any other ideas I’d appreciate the help.

 

I'd check the vacuum leak using a smoke machine.
