Starts easy when cold but idles hi.... once warmed up needs 15+ seconds on the starter then eventually starts... idles hi... maybe fueling up ?

 

Is the ECT sensor properly connected? When the connector is not attached or the wire is open, the ECU judges that it's very cold and the engine runs fast.

In case of a fueling, I'd try to spray a starting fluid or a parts cleaner. Other than this, I'd check the resistance value of the ECT sensor.
