Default Key fob program

Programming my LS 400 to a key fob. Car goes into program mode fine. No matter what sequence of buttons that I hit afterwards, the car beeps immediately and will not accept the fob. I’m on fob #3. It’s actual Lexus key fob.
car will go into program mode but doesn’t want to program to any fobs.

Can you reference the programming procedure (or procedures) you're using? It would save time for the rest of us trying to help you figure this out.

INSERT the key into the ignition and PULL it out.

LOCK and UNLOCK the door lock switch 5 times.

CLOSE and OPEN the DRIVER'S side door.

LOCK and UNLOCK the switch

Switch the ignition to ON then OFF TWICE

REMOVE the key from the ignition.

The door locks cycle to confirm successful entry into programming mode.

Here is where my car acts crazy

Supposed to happen
PUSH and RELEASE the LOCK and UNLOCK button on fob. As soon as you let go PUSH and HOLD the lock button on the fob for 2 seconds. The door locks will cycle to confirm successful programming of the remote.

What happens
PUSH and RELEASE the LOCK and UNLOCK button on fob, the door locks immediate cycle and I never get to PUSH and HOLD the lock button.

Fob does not program. And I have tried just pushing the lock alone and no difference. The locks cycle as soon as I hit any key on the fob and the programming does not take place. I am trying my 3rd fob. This one is an actual Lexus. Car does the same with all 3.
