RPM never goes past 2k
I have a 1999 Lexus LS400 with 173k Miles
My engine never goes past 2000 Rpm’s when driving. I recently had a check engine for a bad catalytic converter and I got that replaced with a whole brand new exhaust system also, but it still doesn’t rev past 2000Rpm even before i had that check engine light. Any ideas of what I can do? Or what the problem might be?

Is the SNOW traction control switch engaged?
Because that limits engine speed to just about 2000rpm, regardless of throttle position.

The position of the switch has no relation to what the car is doing, it's only job is to send the signal to the computer.
Try toggling it back and forth a few times, including going to PWR.
Are there any other engine codes? I imagine the bad cat got cleared.
2000rpm is also the limp-home safe mode. This should throw a code.
Reset the battery. Unplug for 10+ minutes. If the car still enters safe mode with no codes thrown, it may be failing ECU. Rarer on 98+, but very possible.

*Speculation alert*: If this were the cause, the failing ECU potentially may have mislead you by throwing failed cat CEL, when in reality there was no error and it was the ECU which was dying.

Your ECU's memory should be holding error codes. I'd read codes using a good scanner before erasing them removing the battery terminal.

Does your throttle respond? Or do you have to press it all the way down? I had the same issue where I would get a check engine light and the throttle would be stuck on 2k and only revs if I go all the way to the floor
At the beginning disconnecting the battery for a few minutes would fix the issue but then it became persistent.
I replaced ECU caps and it was fixed

The switching back and didn’t really do nothing. The bad cat is cleared but when I have the car in the run position there is a check engine light on the dash but can’t find any codes. It goes away when I turn the car on. The ECU I already got it tested and they said it was fine.
