My 2008 GS 460 passenger side daytime running light does not work when the headlight is on. No issues with either during daylight, only when headlight comes on does daytime light become inop. Anyone have any suggestions?

 

It is supposed to turn off when headlights are on, hence being called a "daytime" running lights. Because your headlights are technically your "nighttime" running lights.
