Tail lights don't work

Tail lights don't work
My tail lights don't come on when the headlights are turned on. There is no bulbs out and the fuse is not blown. What else could the problem be?

make sure they are pluged up in the trunk

All the lights work when using other features like brakes, turn signals, reverse. So they must be plugged in.
