Default bubble level on headlamp

This morning I decided to clean the parts under the hood (I can't remember the last time I did that). Anyway, as I was cleaning, I noticed that there's a green bubble level sitting recessed behind each of the headlamps, and I've never known about that before. What does this bubble level measure? Also, the bubble level on the driver side headlamp is out of sync, while the passenger side is OK. I had my driver side headlamp replaced by the dealership 10 months ago. Do you think it might be an alignment problem? Both of my headlamps (and fogs) are working correctly.

that is the height leveler. there is a long bolt low and behind the bright headlight area that you can turn to adjust the level of the light. the other bolt, with the clear measuring device on it is the one that adjusts them left and right. park your car in the garage and aim the lights at the door or something so you can correctly adjust them. DO NOT aim them too high, you will blind others.
