Default Left Fog Light Out

I recently noticed that my left fog light was out and i assumed it was a bulb out, instead of just replacing the bulb i decided to do an HID conversion. However when i finished the right one worked fine and the left was still out. Could it be a fuse or something or is it probably wiring. Water also came out of the heat shrink around the wires that connect to the bulb if that means anything.

Check fuses. You could always use a multimeter and check the harness to see if it's even getting any voltage. If it is getting voltage, try switching the right side ballast to the left side and see if it works. If it does, use the same ballast to see if it works with the other bulb.
