im trying to install some hids fogs for my 2nd gen gs300. would i have to remove the front bumper?

If you look from the front you will see two screws holding the fog light. I will move to lighting section per requested.

You shouldn't have to remove the bumper if your just replacing the blubs. But you are installing HID Fogs which might require you to remove the bumper depending on where you are going to mount the ballast and/or running wires.

mount the ballast on the bumper frame using double sided tape (usually comes with the kit) . Wipe it clean first so it stays attached.

You can access all that by unscrewing the two screws that is holding the fog light in place.

That double sided sticky tape is usually crap. Try some 3M or a good brand tape is your going to tape at all. check my mount spot the wires should be long enough to get the ballast up into the engine bay. Try not to mount too low you still could get moisture or water coming at it.
