Default HID not working on '06 GS300

I'm looking for a little help or suggestions. One of my headlights HID's are not working. The headlight has condensation inside of it after getting a few days of straight rain all day. Originally I thought the problem was the headlight, but I was able to take the bulb out and test in the working side with no problems. I've checked that the relay is fine for the headlights. I haven't been able to check the fuse because I can't figure out how to get the clear cover off to get to the fuses.

After I check the fuse, can anyone else suggest what else I should look at?

2006 has condensation problem too? That SUCKS!

Yep. Anyone have any suggestions? How can I tell if a ballast has gone bad?

switch bulbs with the other one.

Check what I put again. Already tested the bulb on the non-working side with the working side and no problems.

then your ballast is either:
a) blown because of water damage
b) your power plug is corroded
