Not really, I did both methods and although taking off the bumper is easier to mount the ballasts and connecting the wires its a hassle putting it back on. Not hard now since I've takin off the bumper so many times. The other way is that there's a small access panel on the driver side and change the fog bulb there. And the passenger side gotta pull out the fender lining to get to the bulb.

You will save much more time if you take off the front bumper IMO

It's really up to you. I've taken off hundreds of car bumpers so taking off and putting the bumper back on is no biggie to me, just depends how comfortable you are doing it. I laid a huge rug in front of the car so the bottom of the bumper don't get scratched when I lay it on the ground. It's easier to securely mount the ballast + wire them up with the bumper off. I've seen some people do the wheel well install method and ziptie the ballast onto a group of wires, so it just dangles there. I feel better knowing my ballasts are velcro'd (for absorbing vibration) and ziptied to the reinforment bar than dangling around while driving.
