Default One bulb brighter than other?

I just recently put in an HID kit in my '97 es300. Headlights are all adjusted but I still notice that my right beam is a bit weaker than my left. I read somewhere that during installation, if you light up one side first before the other side, the bulbs will not have the same intensity anymore. Is this true? will changing bulbs do anything or is this a ballast problem?

i think that is false because when i did my installation. we turned on one side to see how everything look. i turned it on and off more than one time. with everything in now and me driving with my hid in for a few day. everything seems equaled out. it could possibly be that the ballast isnt getting enough power. but i cant say for sure
