are you using 9006 bulbs? it could be a relay or fuse or even be a switch but check the bulbs

I am using 9005 I think on the highs.

And I checked the fuses but I a need to see where the fuse is on the GS300.

Is it over on the drivers side?

 

The fuse layout and locations are explained well in the owners manual.

 

If your DRL's work but highs don't, I suspect the DRL relay is malfunctioning. You should be able to pull the relay and test the pins according to the schematic. The circuit posted is definitely different than on the LX (simplified--low beams power DRL relay, so low's stay on when highs are on, meaning if you run HID's on lows, you won't be switching them on/off w/ the highs).
