If you use hella generation 3 or phillips ballasts, you can wedge them between the crush bar and bumper directly under the lights. Its a very tight fit had mine there for a year never budged or got wet. For extra protection since you cant use covers if you decide to put them there, wrap them up in electrical tape but be sure you dont cover the circular vent in the middle.

It's good place to wedge them. I am using philips and it came with the covers. Mostly I going to mount them using the covers as they will better seal and protect the ballasts.
