if you have your lights switched to 'auto' they always only keep the inner headlights on.
or- you can keep them on all the time and then double lock the car when you leave it- it'll turn off all the lights to ensure you don't kill your battery.
umm.... if your parking lights are on, then there is no way the drl will be on. the drl should be on only when 1) it's day time sunny enough and you put it on auto, or 2) if you switch the light to off position and the car running
