Removing fog lights

Removing fog lights
I searched and what I found seemed pretty helpful until...
I pulled my main head light, went at the fog from above, removed the 2 8mm nuts, but try as I could it wouldn't come out. Am i missing something or am I just afraid I'll break it. Don't wanna crack the front bumper. Should I just pull harder? Hopefully some of you body kit guys can give me some help.
