Do Canadain-spec Lexus use full-brightness high beam as Daytime Running Lights?

The electrical diagrams in the service manuals on some of my Lexus cars/SUVs showed that
Canadian-spec DRLs have a "short connector" while the USA-Spec DRLS have a "resistor"

The resistor probably allows the high beam bulb to light at lower intensity. So does this mean
the Canadian DRLs light up the high beam bulb at full(or nearly full) intensity?

Any Canadian owners out there?

My canadian 98 GS 400 runs at a lower wattage. But the same bulb as the DRL

i would say they use lower power too. i don't think they use full power high beam as DRL
