That is correct. It works the same way as the rear defroster lines. You have to hit the button/icon to turn them on.
The $250 cold weather package is actually a steal on the LC. I would pay the $250 alone for heated steering wheel which is at least $600-1000$ on a German.
Lexus finally fixed the heated steering to warm the whole steering wheel. It used to be just the 3 and the 9 position leaving the top and the bottom steering wheel cold. I don’t know exactly when they fixed this but all of my Lexus are like that(2017 and prior) except the ‘24 LC500.
