For the MY23, should the Owner’s Manual also be installed and accessible from the Infotainment system? The manual for my LS was but my LC says, "Unable to access the media. Please check that it is properly inserted." I bought the car used, but I did not get a CD with the owner's manual. Can the dealer install it or provide it?

^^^ I have a subscription service to the Lexus Enform app for my LS, where I can remote start, check status of the vehicle, etc. Is that the app you mean? I don't see any other android apps when I search.
Enform is complaining when I try to add the LC to connected services (for which I do not have).

download the Lexus app to your phone, not the vehicle itself
I have the app on my phone but it is not letting me add the VIN for my LC. I have not previously purchased any connected services for the LC. Is that the problem?
I haven't purchased anything either, but I have access to the Owner's manual, Owner's manual quick guide, navigation system owner's manual and warranty and services guide.
Hope this helps.
The in-dash eOwner's Manual was to have been downloaded by the original selling dealer during PDS, pre-delivery service.
Mostly an attenuated view of the written OM they do have a nice video section that illustrate features such as Dynamic Cruise Control
and Blind Spot Monitor that take 20 pages of boring reading to cover.
Some models have the disc in the back of the conventional OM, others were a TechTool download.
If you don't have the disc to load yourself, ask the Dealership next time you are in for other services.

This happened to me as well. I recently purchased a pre-owned LC and I had to call Lexus Customer service to have them add the VIN to my account and enroll in Enform most likely your VIN is still associated with the original owner’s account. They will send you a link to a form to show proof of purchase and then will add the car to your account.

I called Enform customer svc and they said they must be the one who adds the VIN, but only if I purchase a connected service (perhaps this is a recent change).
I may get Remote Start, think it's only $8/mo.
The dealer says they will install it on my car at the next 5K visit; forgot to ask if there is any charge.

I had gone through the process of adding the VIN with customer service and then they asked me which services I wanted to subscribe to. So, yeah, seems like you need to make a purchase if you purchased pre-owned. None of the trial memberships transfer owners.
