I've been having this cold start "issue". Sometimes I don't get the normal cold start sound and raised RPM the IS-F is known for. After starting, the RPM's will drop to close to a warm start condition. It doesn't do this all the time though. I've read through some post about cold start, and read what lowbuxracer was saying about the exhaust cam pin. It's almost as if this isn't working sometimes? Just a theory.
I don't know if cold weather affect this or not? Any thoughts?
Looks like you're living right on that precipice of cold vs colder. Here's how it works for me. During a cold start or cold weather, my RPMs jump up just like you mentioned to warm up the car faster. However, when it's colder than cold, or what we call here in Chicago ColdAsF, the car starts and idles much lower. I always took this as the car saying "whoa, just cold enough to cause wear damage, cease and desist cold start idle." With our drastic temperature fluctuations here, I can say with 100% certainty that mine does this consistently on days which are clearly colder than cold - say, 5°F vs 30. I've always taken this as normal behavior. Good question though, I haven't heard this discussed here yet.

I've only ever seen the exact same thing from my F, as well as others, and I'm in the same location as you are. No worries, it's normal!
