what do you mean sluggish? does it start slow? Engine runs slow? In most cases on cold start ups the engine will be a little slow until everything is warmed up so it probably is normal.

man, I get the complete opposite. It drives nicer on cold start ups.

But for every other car I've had, the colder, the sluggier on start up

Here in Utah It's getting pretty cold at night. I've noticed since my car hasn't been in the garage the last couple nights. It's kinda sluggish on startup, the normal crank of the engine sounds off. But when it's kept in the garage it starts perfectly. I think all cars hate the cold, just make sure you let it warm up for at least a min or two.
