A CEL with VSC light on indicates the car has gone into limp mode. It could be a hiccup but pull the code and see what comes up. Limp mode or safe mode is usually triggered by events that the ecu deemed to be serious in nature to prevent catastrophic engine failure.
The flood water may have gotten into some connectors and caused a brief short. Things like a misfire, MAF sensor damage, etc will put the car in limp mode.
My suggestion...if the car operates fine. Pull the code, reset and let the car/ecu cycle through a few trips and see if the problem comes back up.
Pulling the code is the only way to truly understand what is happening and why. the secondary o2 sensors could have gotten wet and are failing, gas cap possibly not sealing, the possibilities are endless. Pull the code.
How deep was this water you drove through? I would think if you got water in the engine it would shutdown on you immediately but you never know.
sorry not really a flood, just water filing up on the streets maybe got wet under something in the engine. I just saw the link might do it tomorrowto pull the 2 fuses.
