what did you mean by car will go into limp mode? I bought an is350 and got the cel for oxygen sensors. When I went to replace them I was told by the mechanic that there are no primary cats inside. As cats are expensive and I do have the secondary cats I guess I pass the fume test in UAE. how do I get by the cel and the “limp” mode?

One of four ways. A tune, an O2 conditioner (electric box $150?), or an O2 extender (metal pipe that you tune so that the O2 sensor reads normal ($90). The tune and conditioner are a 100% fixes, the O2 extender I have seen success and failure. The fourth is to get a $15 code reader and reset the code whenever it comes in. I did this for about a week. I left it plugged in and then when I saw the code, a few clicks and it was gone again. The code can come in every 5-10 minutes of driving so it gets old.

I had mine gutted - but you should consider removing stock and selling them. Another member received $1300 from a recycling place..
