I measured 29.54 mm. So yes using the tape measure was not accurate. I will have to replace after 28mm. So I guess just need pads.

This would be the right caliper for measuring rotors. The most important place to measure is nearest the center of the rotor where the bottom of the pad contacts it. This is usually the thinnest part.
